In order to get to the fog lamp bulb (which is an H3 bulb) you need to drop the splash guard behind the lamp. Info on that and a pic of the cover to the bulbs back here:

The bulb is held in with a spring just like this here:

That pic is of an H1 Low beam in my OB, but the H3's spring clip works the same way, first you have to rotate the access hatch off though to get to the clip.

I like the Narva AllWeather fogs (I think they may be called Narva Gold too) The Yellow isn't a dark yellow but you also don't get that rainbow effect on the fringe of the beam that you do with the PIAA Ions.

That will give you the idea on the bulb itself but the Forester needs the H3 for the Forester Fogs.

It's kind of tricky to see what you are doing so I took some pics of the bulb swap. The bulbs I used this time were some Gold H3 bulbs I got from Stern Lighting. They cast the same light and look similar to the PIAA Ion bulbs but cost a lot less. I paid 12 USD each. I'll report back how they work.

Use the link above that shows how to drop the little flap behind the fog lamp. I found it best to have the car up on ramps and a drop light to see what you are doing. When you look up you will see the round disk cover you need to remove. A quick 1/4 turn Counter Clock wise (anti-clock wise) and the cover will pull off. It will look like the first pic. Use a finger to un-clip the black tube (see second pic) then tug on the white wire and the female spade will pop out of the tube like the third pic.

Now you need to unhook the spring clip that holds in the bulb. You can't really see what you are doing and I can't get a good pic of it. But it will look something like the first pic here. But that pic is for an H1 bulb not an H3, the spring un-clips up and not down (I think) It's one or the other though, not sideways :p
Once the spring clip is free swing it up and out of the way and grab the base of the bulb. Note the direction of the wire coming out. This is the way the new bulb will have to go in. If you look at the base of the bulb it has a notch. The bulb is sort of keyed to only go in one way. The problem is it's tricky to see and you have to go by feel. You might want to get a hand mirror to look up there to see if it's right.
As with all Halogen bulbs never touch the bulb with your fingers. The oil on your hands will make a hot spot and shorten the life of the bulb. If you do touch it, give it wipe with some alcohol and a lint free cloth to clean it.

After you get the bulb out and the new one in properly, secure it back with the spring clip. Plug the wire back in the black tube and insert the tube in the covers clip. Put the cover back on and tighten it down. Before you button everything up, check they are working :)
If you need to aim the lights you can use this screw shown in the pic. Please keep in mind these are fog lights not driving lights. They are to be aimed low. Here is a good FAQ on proper aiming:

note The above pictures are of the left side Fog lamp. For me the right side is the same but that is because I have removed my silencer from the fender. I understand that it's a lot tighter on the right with the silencr in place. With that flap down behind the foglamp, I was able to remove the silencer through there when I did the removal. It's tight but doable :).
