what you will need:
14mm socket
flat head screw driver
Subaru car with a throttlebody

How to:
1. remove intercooler
a. remove the 2 14mm bolts on the side of the I/C, and the two that hold on the BOV, remove BOV
b. loosen the 3 hose clamps, the two large ones that connect the throttlebody and I/C, and the smaller one underneath the intercooler
c. pull the intercooler out, requires some minor force, but not too difficult, also take out the short fat hose that connects the I/C and the TB
2. remove throttle body
a. dissconnect linkage, simply push the little pins out the side of the linkage connectors, dissconnect the 3 electrical connections, and the 2 coolent lines (more on these in my other MOD, throttle body bypass, check it out before you put everything back together again)
b. remove 4 14mm bolts that hold the throttle body onto the manifold
c. carefully remove TB taking care not to tear the gasket that is between the TB and manifold (i think its called the manifold, its just the cast iron thing that the TB connects to)
NOW FOR THE FUN PART
what we want to do is grind down the bottom half of the TB's mouth, make sure you do this on the side that connects to the I/C, it should be pretty obvious, nevertheless, we dont want to grind the back at all.

grab your dremel or rotrzip or whatever, and an oxide grinding wheel and grind away, make it into a knife edge as best you can, as you can see when you start out, its quite the barrier for air, as that edge is about 1/8-1/4 in thick, and so we just want to keep the air resistance as low as possible, keep that in mind while grinding.

after you have it how you want it, grab some 400 grit sand paper, and sand it to a nice, clean looking smoothness, then grab your Berryman's B-12 chemtool(great stuff), and spray the crap out of the TB, making sure to clean any existing carbon build-up as well, and DO NOT let any metal shavings stay in the throttle body, trust me, there will be TONS, just spray and wipe and spray and wipe until your arm dies of boredom and exhaustion.

once you have it as you like, put everything back together and double check that everything is tight, and all the electricals are back in their place, dont want to throw any check engine lights!

however dont rush to put it all back together yet! check out my throttle body bypasss mod, and look around to find a samco intercooler Y hose, its much less restrictive than the stock one, and will last longer, you can find how-tos on that MOD somewhere around here
